Valannus is a governor in the eastern part of Aquilonia. He resides at Fort Tuscelan, which lies on the border of the Pictish Wilderness. The outpost is the eastern most outpost of the Aquilonian kingdom, which has left Valannus to the task of defending the Aquilonian settlers from the savage Picts.
