The summon to instance ability isn't a basic summon to get your party players to your location. The option is included in the game that whenever a certain zone becomes to crowded the server can create more of the same zones to improve player experience but it doesnt disadvantage the grouped players by giving them the ability to 'summon' there friends from (for example) Tortage Underhalls #2 to Tortage Underhalls #1.
